Project #3 Dorchester Road Improvements
Environmental Assessment
regarding SC 642 (Dorchester Road)
from US 17A to near S-199 (Trolley Road).
PROJECT DESCRIPTION
Project will be split into 2 segments for construction: Segment 1 from
Basswood Drive to near S-199 (Trolley Road) and Segment 2 from US 17A to
Basswood Drive.
- Realign SC 642 at US 17A to improve intersection
- Widen from 2 to 5 lanes with 4’ paved and 4’ grass shoulders from US 17A to Oak Drive
- Widen from 2 to 5 lanes curb & gutter with 4’ bike lanes with a 10' multi-use sidewalk on the north side from Oak Drive to near S-199 (Trolley Road)
- Widen culvert at Sawmill Branch
PROJECT SCHEDULE (TENTATIVE)
- Complete Environmental Assessment - 2nd Quarter 2008
- Design Public Hearing - Held May 27, 2008
- Begin Right-of-Way Acquisition - 1st Quarter 2009
- Begin Construction - Phase 1 - June 2010; Phase 2 - 2011
PROJECT NEED
Due to existing traffic congestion and associated delays, the purpose of the proposed project is to improve
traffic flow as well as reduce congestion and delays by constructing additional travel lanes. In addition, bicycles
and pedestrians will be accommodated with better accessibility. Intersection improvements will be constructed
at US 17A, SC 165 ( Bacons Bridge Road), and S-22 ( Orangeburg Road).
The table shown compares the 2004 Average Daily Traffic Counts (ADT) with the projected ADT for 2030.
The ADT for 2030 includes the completion of other sales tax projects.
